Saturday 25th of September 2004 Justice minister Dr Albert Kawana introduced a new 220 page Bill on criminal procedures in Parliament on Wednesday. Offences like treason, murder, robbery and rape will bring life sentences to convicts without parole, pardon or remission of sentence. Murders committed to law enforcement officers will fall under that category. Other punishments are 25 years minimum. It appears as if the Bill was mainly drafted to apply draconian sentences to the Caprivi secessionist suspects, whose trial finally started a few years ago. Although the National Assembly will only sit for 10 more days, the minister appealed to MP’s to pass the Bill before the summer recess. |
