Pilchard Quota at 25 000 tons

The new total allowable catch (TAC) for pilchards in the 2005 fishing season is 25 000 metric tonnes. This Cabinet decision was made after a scientific survey of March and April 2005 revealed a total pilchard stock of 183 000 t, of which 172 000 t were adult pilchards. A survey from October 2004 indicated 148 000 t of adult fish. Originally the Marine Resources Advisory Council recommended a quota between 20 000 and 30 000 t, but the minister of fisheries, Dr Abraham Iyambo rather exercised caution and recommended a 25 000 t TAC. This was done in order not to jeopardise stock recovery and to ensure future growth of pilchard stock.

According to the latest Cabinet briefing paper, the minister informed Cabinet that scientists had noted a decline of juvenile pilchards in October 2004, "apparently due to high natural mortality and predation by seals, birds and other fish".

In the 2002/03 fishing the ministry opted for a zero pilchard quota and last year only a quota of 10 000 t was granted. For this year, only 5 percent by-catch is allowed (other fish species caught in the nets), and if more than 5% is caught, that fishing area must immediately be closed. All purse-seiners must allow fish observers to travel along on their boats.
