Saturday 23rd of July 2005 The Windhoek municipality will list the names of all consumers who are in default with their monthly bills. Announcing the move during a news conference this week, one of its strategic executives, Mr Roger Gertze said any individual, organisation, or company; even a government ministry would be put up on an electronic board at the municipal building from next month onwards. Defaulters might also be listed with the Information Trust Corporation (ITC). Debts accumulated to N$220 million with some government ministries among the defaulters. So far, only N$20 million were collected. CEO Niilo Taapopi at the same occasion announced a new debt control policy like the outsourcing of debt collection to independent debt collection agencies. If customers have their water or electricity disconnected, they must pay one third of their debt upfront, before being reconnected. New services are only given to clients that are not indebted to the City. In addition, no services are connected to a property if there is still "old debt" outstanding from previous owners or tenants. Taapopi further justified then 5 % salary increases for management posts, saying last year all staff except management cadres received an increase. The 3% increase on rates and taxes will go to the city police. |
