Debts accumulated to N$220 million with some government ministries among the defaulters. So far, only N$20 million were collected. CEO Niilo Taapopi at the same occasion announced a new debt control policy like the outsourcing of debt collection to independent debt collection agencies. If customers have their water or electricity disconnected, they must pay one third of their debt upfront, before being reconnected. New services are only given to clients that are not indebted to the City. In addition, no services are connected to a property if there is still "old debt" outstanding from previous owners or tenants. Taapopi further justified then 5 % salary increases for management posts, saying last year all staff except management cadres received an increase. The 3% increase on rates and taxes will go to the city police.
