Corruption in Namibia a Problem

Namibia with its low population and small economy had "substantial volumes of corruption", an analyst said Thursday. Dr Justine Hunter noted that in the period from 1990 to mid 2004 her research of local newspaper reports revealed that corruption 467 cases received 1 247 printed articles in the main local media. - Hunter presented a report done for the Namibia Institute for Democracy (NID) on corruption coverage in local print media and said the most prominent cases standing out where the ones involving the National Housing Enterprise (NHE) and Alba Construction, the borehole scandal - cheap provision of boreholes to government officials -, the Roads Authority and the Social Security Commission inquiries. - "Most cases involved government and state institutions as they have the most resources and the weakest control" Hunter explained. The desire to obtain tender and personal financial difficulties were the two major causes for corrupt activities, she added. However, the impact of reporting on corruption would not necessarily influence the perception of Namibia being viewed as relatively corrupt. The corruption index published by Transparency Inter-national leach year appeared not take local media reports on the topic into conside-ration, according to Hunter.
