The Namibia’s National Society for Human Rights (NSHR) urged former President Sam Nujoma who is still the leader of the SWAPO party to entirely retire from active politics. The condition of a divergent dual or double leadership, one for the party and the other for the state, "fuels mistrust, confusion, divided loyalties both within SWAPO itself, in the public service, the country in general and threatens the relative peace and stability, which the country has hitherto enjoyed", the NSHR said this week. The situation also undermined President Hifikepunye Pohamba’s nationally and internationally acclaimed policy of zero tolerance for corruption as well as all other national development initiatives, its executive director Phil ya Nangoloh said. Nujoma’s position on corruption clearly conflicted with that of President Pohamba’s administration, according to the NSHR. As an example, it cited that President Pohamba axed Paulus Kapia as deputy works minister following Kapia’s involvement in the AVID corruption scandal. However, Kapia defiantly retained his post in Parliament obviously with the consent, tolerance or acquiescence of party president Nujoma," observed NSHR executive director Phil ya Nangoloh. Party secretary general Dr M. Tjiriange sent Kapia a letter last month asking him to resign from parliament, which has not done.
