Despite protests by neighbours, Deputy Minister Gerhard Toetemeyer got approval from the Swakopmund Town Council to have an erf 515, corner of Windhuker and Daniel Tjongarero Avenue, rezoned. At first the Deputy Minister wanted to build 10 double storey flats on that erf, for which he wanted erf 515 to be rezoned from „single residential" to „geneal residential 2". Lately he applied for rezoning to „general business". Again, the seven neighbouring erf-owners have been given 28 days in which to protest. Previously at least two of them indicated their protest against the rezoning.
