Large chain stores must improve working conditions

Labour Commissioner Bro-Mathew Shigwadja told managers of large wholesalers and retail chain stores like Game, Shoprite, Checkers and others to improve labour conditions, stop casual employment and to act according to Namibian labour laws instead of following the South African laws. At a first meeting on Tuesday which he convened at his Windhoek office with the wholesale and retail sector Shigwadja was very frank telling managers that Namibian subsidiaries of South African chain stores should appoint local human resources mana-gers instead of constantly referring all labour issues to "headquarters in Joburg Pretoria or Cape Town". The second point the labour commissioner made was the employment of casuals over many years from labour hire com-panies. "A causal works 2 days per week, if a person works more than 2 days per week for a person or a company, that person must be permanently employed with all benefits like medical aid, social security and pension", he said, the Labour Act is very clear on that". The Labour Commissioner announced that a new law would be introduced soon to protect employees of labour hire companies. He further encouraged the sector to form an association for wholesalers and retailers and to remain in dialogue with his office. Shigwadja will also meet with Chinese business people soon.
