The ministry of mining and energy wants to have a 35% stake across the mining and energy sector by 2008/2009, a leading economist said in Windhoek this week. Speaking at the annual symposium of the Bank of Namibia, Robin Sherbourne said this was the intention expressed in the medium term expenditure framework of the this year’s budget document published by the ministry of finance, which is also available on its website. There was no policy or legislation in place so far, Sherbourne said. This year’s symposium dealt with foreign direct in vestment (FDI). It was generally agreed that Namibia had to improve on access to information for investors, a shorter period to set up a business. BoN Deputy Governor Paul Hartmann summarised as main points that were raised during the symposium that Namibia had to come clear about the land reform and the pending black economic empowerment policy, to distil uncertainties among investors.
