Good news for consumers is that telephone calls get cheaper. Telecom Namibia announced new tariff structure from 1 October 2006. Tariffs for fixed-to-fixed calls to Angola get cheaper by 20%, to South Africa by 6% and to neighbouring countries by 5% both during peak and off peak hours. Calls to other international fixed line destinations will be lowered on average by 15%. Tariffs for fixed-to-mobile calls to Angola, RSA, Germany, The Netherlands, Sweden, Switzerland, and United Kingdom will be kept unchanged, while fixed-to-mobile calls to rest of the world will be reduced by 15%. Calls to neighbouring mobile destinations will now cost N$2.99 and N$1.99 per minute for peak and off peak respectively, excluding VAT.

On 1 July 2006, Telecom merged the 2 national charging zones into one national zone. This in the long-term will benefit telephone users as long distance calls became cheaper. Other good news is that Telecom Namibia will shift from a Unit Based Charging system to Per Second Billing charging system next month.
Customers only pay for the exact amount of time they spend on the Telecom network. Charging will be timed to the nearest second as the call is disconnected. Customers will only pay for the time used. The only provision being that every call will be subject to a call minimum set-up charge in order for Telecom Namibia to cover the cost of setting up a call on the network as well as covering the first period of conversation time. The new charging system will be effected for local, national, Internet dial-up and international calls (post-paid and prepaid), except for payphone calls, operator assisted calls, radio calls, Inmarsat and calls for services such as competition lines.
Fixed to cell calls will be charged for the first minute in full and thereafter in increments of one second. This charging system will ensure that consumers are charged only for the time for which they use the service except if the actual duration of a call is shorter than the initial duration. In a Unit Based Charging system, consumers are charged for the full unit even when the consumer uses only a portion of that unit. Installation and monthly rental fees for business and residential customers remain unchanged. Leased line rentals, Telematics, ISDN and Maritime Services also remain unchanged. The complete price list will be made available on the website at www.telecom.na.
