The City of Windhoek has exempted Government from paying assess-ment rates on Heroes’ Acre. Council agreed to "donate" the amount payable for the rates to overcome a legal hurdle that makes the property subject to rates.

No money will change hands. The City Council, however, will have the right to terminate this arrangement at any time.

Herbert Schulz (CoD) wanted to know the exact value of the assessment rates - and he was supported by Nico Smit (RP), but Swapo Councillors said, the value of the donation can be provided later.
